This cannot be changed throughout their life. The bonuses cannot increase a character's attribute to more than 4.
Rulers recieve both effects, non-rulers only recieve the second
Solari: Slightly increased religious conversion chance & +1 Prowess
Lunari: Gain a +1 to all national event rolls & +1 Cunning
Cagliari: Chances to passively heal per session increased from 25% to 35% & +1 Charisma
